Who could build a fusion reactor

Reading this in Asianews my first reaction was

>They have photos of the one of the magnets on a table in a lab and give the technical specs. Fwiw I believe in these, and that they will make it much easier to contain the high temperature. What I do not believe in is the physics of the plasma that would be contained.

Later I thought that neither a nihilist non-society nor a Confucian society could build a fusion reactor. That only a society that built proper cathedrals could. And that none now do.

I give it a %5 shot of being built and producing electricity. vs the Western attempts – whose chance is 0%.
